HHSC Wants Your Input on What Services & Programs they Should Spend Money

The Texas Health & Human Services Commission (HHSC) is asking for the public to make recommendations on their request for funding they will soon send to the Texas Legislature. Called a “Legislative Appropriations Request” (LAR), each government agency in Texas is required to submit these requests during the interim year before the biennial (every 2 years) legislative session. The LAR is part of the process the agencies use to request the money they will need to offer services and programs for the health and human service needs of Texans. These requests from each agency are sent to the Legislative Budget Board (LBB), who will then develop a budget bill that will go before the legislature during session next year.

If you want a program to continue, or a new program or service to begin, and if that program or service costs money, before you even talk about drafting a bill for your issue, there must be money allocated in the budget for the request.

It is not common for HHSC to provide the public with an opportunity to make recommendations before the LAR is developed. In years past, the agency has developed their LAR report to the LBB, and then taken public comment after the fact. I am excited to see the agency asking for input at this early stage.

The format for giving input is an online pdf form. Click the link below, and fill out the simple form HHSC has provided. You can also download the form here. You should complete each section of the form, which asks for contact information, and then 4 open text boxes for you to provide the following:

  • Describe the issues
  • Suggest cost saving ideas to solve the issue
  • Suggest solutions to the issues
  • Recommendations for a “course of action”

This is where your comments are needed. Once you are finished, save the file to your computer either by choosing “Save As” from the File menu, or by clicking the “Print Form Information” button at the bottom of the form.

You can then send that file as an email attachment to this email address: hhscexternalrelations@hhsc.state.tx.us. If you click the “Submit Form Information” button at the bottom of the form, it will open a box for you to email the form using your email service on your computer.

This form did not come up on mobile devices or in Google Chrome for me. If you have trouble accessing the form, just send your comments to the above email address in an email, and explain that the form did not work for you.
